It becomes available during the main quest line in the Greywater Camp of the Iron River section. Upon encountering the machine, you'll have the option to either transfer it to your base or craft it using the required resources. Here are the materials needed to construct the Wish Machine:

Once you've gathered these materials, you can build the Wish Machine at your base by navigating to the building menu under Facilities > Function Facility.
