VNeID: Vietnam's Electronic Identification and Authentication Application

The VNeID application, developed by the National Population Data Center under the Ministry of Public Security of Vietnam, leverages population data, identification, and electronic authentication to enhance digital services.

Who Can Use VNeID? The VNeID application is designed for individuals residing in or visiting Vietnam.

Key Features and Benefits:

• Digital Replacement for Traditional Documents: VNeID serves as a digital substitute for physical identification, facilitating the transition to a digital citizenship, government, and society.
• Health and Travel Declarations: The app enables users to submit medical and domestic travel declarations efficiently.
• COVID-19 Management: It assists authorities in tracking secondary COVID-19 infections and provides timely notifications to the public.

Access Permissions: By using VNeID, users consent to the following access permissions:

1. Internet Access: To connect to the app's services.
2. Camera Access: To scan QR codes on Citizen ID (CCCD) cards for quick entry of basic information and to scan QR codes at checkpoints for swift travel and medical declarations.
3. Media Access: To store QR code images on the device for verification at checkpoints.
4. Notification Permissions: To receive alerts and updates directly on the user's device.

Personal Information Collection: Users voluntarily provide personal data, including medical information, domestic travel details, or declarations on behalf of others with their consent. The collected information encompasses:

• Full name
• Phone number
• Citizen identification
• Gender
• Year of birth
• Permanent address
• Nationality
• Health status
• Departure and destination details
• Vehicle number plate
• Exposure to individuals with COVID-19

All data is collected with explicit user permission through form submissions.

User Responsibility: Users are responsible for their actions and the accuracy of the information they provide.

Privacy and Copyright Protection: The National Population Data Center ensures that user data is securely stored and used exclusively for COVID-19 prevention and control, health protection, and disease prevention. Data is not used for commercial purposes or to infringe on personal privacy. It may be shared with health authorities and other relevant agencies to enhance COVID-19 prevention efforts.

The application developer commits to not collecting or using user information for any purposes beyond those stated, nor will it disclose information that could harm users or violate privacy laws and policies in Vietnam.

Additional Privacy Features:

• No Location Tracking: VNeID does not collect location data.
• Anonymity: Users interact anonymously within the community. Only authorized agencies can identify individuals infected with or suspected of exposure to COVID-19 for contact tracing purposes.
