You'll reunite with Pebbles at the Semine estate before the wedding between Lord Semine and Agnes. She's waiting for you at the stables, but you'll need to purchase her to ride her during your quest with Jan Semine, known as "The Jaunt." After completing "For Whom the Bell Tolls," you have the option to take Herring as your new horse.
