**Players & Cards**
Tong-Its is strictly a game for three players, utilizing a standard 52-card Anglo-American deck without jokers. The card ranks within each suit are as follows: Ace (1 point), 2, 3, 4, 5, 6, 7, 8, 9, 10, Jack (10 points), Queen (10 points), and King (10 points).
**Objective**
The goal is to form sets and runs through drawing and discarding, aiming to minimize the points of unmatched cards in your hand. A run is defined as three or more consecutive cards of the same suit (e.g., ♥4, ♥5, ♥6 or ♠8, ♠9, ♠10, ♠J), noting that A-K-Q does not constitute a run as aces are low. A set is composed of three or four cards of the same rank (e.g., ♥7, ♣7, ♦7). Cards can only be part of one combination at a time.
**The Deal**
The initial dealer is chosen at random, with subsequent dealers being the winner of the previous hand. Cards are dealt one at a time counterclockwise, starting with the dealer who receives thirteen cards, while the other two players receive twelve each. The remaining cards form the stock, placed face down.
**The Play**
Each turn includes the following actions:
**Draw:** Begin your turn by drawing one card from either the top of the stock or the discard pile, adding it to your hand. You can only take from the discard pile if you can immediately form a meld (a set or run), which you must then expose.
**Exposing Melds:** If you have valid melds, you may choose to expose them on the table. Melding is optional when drawing from the stock, and melds held in hand do not count against you at the end. To open your hand, you must lay at least one meld on the table. If you can meld a set of four without drawing from the discard pile, you can lay it down face down to open your hand without revealing the cards, thus retaining bonus payments for a secret set of four.
**Laying off (sapaw):** Optionally, you can add cards to existing sets or runs, either yours or others'. There is no limit to the number of cards you can lay off in one turn, and you don't need to have opened your hand to do so. Laying off on another player's meld prevents them from drawing from the discard pile on their next turn.
**Discard:** Conclude your turn by discarding one card from your hand onto the discard pile face up.
