Goatskin can be found at the top of the barn adjacent to the Black Horse tavern. To reach him, enter the barn located behind the tailor’s shop and climb the ladder. Keep in mind that this area is private, so discretion is crucial.

Once on the upper floor of the barn, proceed straight and drop down into a courtyard. From there, climb onto the carriage and enter through the window into another barn.

Navigate to the top of this barn, and you will find Goatskin. It's important to do this during the day, as Goatskin relocates at night.
