Locate the Bubble Mermaid NPC at the shore of the largest island in the Grand Reef (the same island housing the Shipwright and Marley). Initiate a conversation; she'll offer to provide underwater breathing capabilities in exchange for $C25,000 and three Resins.

To acquire the necessary Resins, navigate to the Mushgrove Swamp (coordinates: X:2,426, Y: 130, Z: -680) and begin fishing. Your success rate significantly depends on your equipment. The Kraken Rod and favorable server luck can boost your chances to 10-20%, while lacking these can reduce your odds to a mere 0.04%. You'll need to catch three Resins.

Final Steps

Once you've collected three Resins, return to the Bubble Mermaid, pay her $C25,000, and present the Resins. You'll then receive the Water Bubble as a usable item, allowing you to explore the underwater world in style.
