The Weapon Development Facility allows comprehensive weapon management. Upgrades demand resources and Entitlement Points, costs mitigated by employing a Citizen with Facility Manager Aptitude. While seemingly complex, the system is user-friendly in practice.
A pre-upgrade screen shows stat changes. The facility also enables Element addition and Module/Slot experimentation. Higher Grade weapon upgrades necessitate permits purchased from the Claim Entitlement tab in the Window of Liberty.
Early missions yield few high-Grade weapons. Zakka in The Warren offers limited Grade 1 items, making upgrading crucial.
